Purpose of Amendment 2 is to:

These spec updates should address the sole source selection concerns. With that spec addition the SOI should be changed as well to the attached. It changes the fiber reinforcement optional item to replace the quantities of asphalt in the overlays with fiber reinforced asphalt as different manufacturers of these fibers recommend different rates.
