CUMBERLAND GAP HISTORIC RESOURCE STUDY
The purpose of this amendment is to extend the response date and provide Q&A for this solicitation.
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format outlined in FAR Subpart 12.6, FAC 2005-87 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The resultant purchase order will be awarded using simplified acquisition procedures in accordance with FAR 13.5. This is a total small business set aside in accordance with FAR 19-502-2. The principle NAICS is 541990 and size standard is $17M. The National Park Service, East Contracting Office has a requirement to prepare a Historic Resource Study (HRS) for Cumberland Gap National Historical Park (CUGA, the Park), located in Bell and Harlan Counties, Kentucky; Claiborne County, Tennessee; and Lee County, Virginia. The HRS would be the first one produced for the Park and will account for changes to the Park since its establishment, incorporate additional scholarship, and update resource documentation for this core baseline document. The HRS will synthesize all available cultural resource information from all disciplines in a format designed to serve managers, planners, interpreters, cultural resource specialists, and the interested public as a reference for the history of the Park and its resources. The updated HRS will broaden the historic context of the Park to include current scholarship and include a comprehensive survey and assessment of all buildings, structures, objects, and historic sites within the Park, using the National Register of Historic Places (NRHP) criteria.
The solicitation number assigned to this requirement is 140P5123Q0022. The solicitation is issued as a Request for Quote (RFQ).
The Government intends to award a Firm-Fixed Price Contract to the firm that provides the best value without
discussions in accordance with FAR 13.106-2. All responsible sources may submit a quotation, which if timely received, shall be considered by the Agency. Companies must have valid UEI number and be registered with System for Award Management (www.sam.gov). SAM.gov offers free services. An offeror must ensure that they are self-certified under NAICS Code 541990 in the Representations and Certifications portion of SAM.gov.
