CAUTION:
The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet the qualification requirements for repair and calibration support for modules used in the Benchtop Reconfigurable Automatic Tester (BRAT). This includes, but not limited to, failure analysis of the tester and components, verification and troubleshooting, calibration, integration testing, and capability of returning tester to service, in accordance with technical specifications. The requirement is for the Automated Test System Division at Robins AFB, GA. The level of security clearance and amount of foreign participation in this requirement has not been determined.
The Government does not own rights to any technical drawings, repair data, or software for these items or for the BRAT testers themselves. The Government has determined that this system is a commercial item. Commercial item descriptions, commercial vendor catalog or price lists or commercial manuals assigned a technical manual number apply. Advanced Testing Technologies Inc. (ATTI) is the OEM and has proprietary rights to the data.
Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining and calibrating all support equipment required at their facility or a subcontractor's facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.
Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.
In accordance with FAR 52.215-3:
- The Government does not intend to award a contract on the basis of this market research or otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.
- Although “proposal” and “offeror” are used in this RFI, your responses will be treated as information only. It shall not be used as a proposal.
- The RFI is issued for the purpose of market research.

- The document(s) below contain a description of the BRAT requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company's capability.
- If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)
- Identify any areas of work your organization believes should be broken out exclusively for Small Business.

Benchtop Reconfigurable Automatic Tester (BRAT)
PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess the expertise, capabilities and experience to meet the requirement for repair and calibration support of the BRAT. This includes repair data, analysis, problem investigation, problem resolution, validation, and integration testing. The Best Estimated Quantity (BEQ) for this requirement is the repair and calibration of 50 modules per year in support of the National Stock Numbers (NSNs) listed below in Table 1. The projected period of performance for repair and calibration support would be 12 months.
The testers provide analog, digital and radio frequency testing capabilities in support of a diverse range of modules. The contractor will support up to 81 separate testers that make up eight different configurations. Advanced Testing Technologies Inc. (ATTI) is the OEM and has proprietary rights to the data. The government does not own any data, drawings or equipment relating to the BRAT.
The BRAT is made-up of a collection of Commercial-Off-the-Shelf (COTS) instruments and components, installed in multi-bay chassis. The multi-bay chassis are listed in Table 1.
