The Washington Headquarters Services (WHS) Acquisition Directorate (AD) is conducting market research to
locate qualified, experienced and interested small businesses to provide the Ministry of Defense Advisors (MoDA) Instruction and Management Training Support Services, in support of the Defense Security Cooperation University (DSCU) customer.
The MODA program was established to respond to operational requirements in Afghanistan and increased U.S. Government emphasis on civilian-led capacity building at the ministerial level. In the past, DoD carried out advisory efforts on an ad hoc basis, utilizing military or contract personnel whose functional expertise and advisory skills were not matched to address technical
processes and gaps in civilian government ministries. MODA was designed to leverage the subject matter expertise of the DoD civilian workforce in addressing partner ministerial development objectives, and to provide these civilians with cultural, operational, and advisory training necessary to ensure that the advisory effort is appropriate and effective. Since July 2010, MODA has trained and deployed over 800 advisors worldwide.
Pre-existing programs employed to prepare civilian and military personnel for deployment were focused on minimal preparation requirements (administrative, equipment issue, etc.), extremely short in duration (in some cases as few as 3 days) and were often subordinated to Senior Military Commander’s training objectives/requirements. National leadership identified the need to
provide deploying civilians and their military counterparts a comprehensive, full-immersion preparation experience that was tailored to a specific integrated set of civilian and military requirements. Ergo, the need was recognized for greater interaction and coordination between uniformed and civilian personnel and their associated missions. To support the President’s Overseas Contingency Operations strategy, to institutionalize lessons learned from over a decade of conflict, and to ensure the overall workforce has been introduced to working in a deployed environment emphasizing full-immersion - theater specific training programs to prepare government personnel to operate as part of the DoD Civilian Expeditionary Workforce. Department of Defense Directive (DoDD) 1404.10, published on January 23, 2009, established to integrate civilian resources into the total workforce, focusing on contingencies, forward deployment, and emergency response.
