THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A PROPOSED SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2 and no contract shall be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information requests. No solicitation is currently available. This market research is to gain knowledge of interest, capabilities, and qualifications of interested Small Business firms. Responses to this Sources Sought will shape the acquisition strategy in developing a competitive requirement.
The Columbia-Pacific Northwest (CPN) Regional Office of the U.S. Bureau of Reclamation is conducting market research for a construction contract for separation of power and control cables in the Generator Room of the Black Canyon Dam powerplant. The work will be located at the Black Canyon Dam Powerplant approximately 6 miles northeast of Emmett, Idaho, in Gem County.
The principal components of work will be:
1. Separation of power and control cables in the Generator Room:
a. Install new cable tray, to be used to route replacement power cables.
b. Remove and dispose of existing Generator Output power cables from existing cable tray. The existing cable shall be cut near the point where the existing generator output cabling exits the Generator Room in a manner that supports splicing in replacement cabling.
c. Remove and dispose of existing power cabling to the excitation system and the VV1A and VV2A cabinets.
2. Install new power cables in the new cable tray to replace the power cable that was removed.
3. Provide applicable testing to verify resistance of bolted joints, insulation resistance, and shield continuity.
The estimated magnitude for this project is between $250,000 and $500,000.
Sources are being sought for firms with a North American Industry Classification System (NAICS) code of 237990, Heavy and Civil Engineering Construction, with a Small Business Size Standard of $45.0 million. NAICS code 237990 is on the list of codes for Women Owned Small Businesses (WOSB). Small businesses are highly encouraged to respond to this sources sought notice.
Responses are requested with the following information and shall not exceed a total of 10 (ten) pages:
1. Name, address, SAM.gov UEI number, and points of contact with telephone numbers and e-mail addresses.
2. Business size/classification to include any/all designations as Small Business, HUBZone, Woman Owned Small Business, Service-Disabled Veteran Owned Small Business, or 8(a) shall be indicated on first page of submission.
3. Description of capabilities to perform construction as described above and project experience installing and splicing 15kV shielded cables.
4. Identify the country of manufacture of components for cable separation. Please supply documentation of the country of manufacture of cable trays and power cables. If the determination is made to use a small business set-aside, then FAR 52.225-9 Buy American- Construction Materials will be applicable to this project.
5. Past Performance/experience on contracts of similar scopes of work or construction contracts, describing no more than three (3) contracts (or specific task orders) completed within the past five years of the issue date of this Sources Sought Notice. The past performance information shall include project title, location, general description of the Construction to demonstrate relevance to the proposed project, the Offerors role, dollar value of contract, and name of the company, agency, or government entity for which the work was performed. If submitting past performance/experience on a project in the role of a subcontractor, include the Prime Contractors name and a quantifiable amount (percentage) of the project your company contributed to the overall scope of work.
