This is a combined synopsis/solicitation prepared in accordance with FAR Subpart 12.6, Agency number 140R6023Q0007 and is issued as a Request for Quotation (RFQ). This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01.
This solicitation is a total Small Business set-aside in accordance with FAR Part 19. The NAICS code for this order is 335314 Relay and Industrial Control Manufacturing; PSC is 5945 Relays and Solenoids, with a business size standard of 750 employees.
The Bureau of Reclamation, Missouri Basin Region, Billings Montana, has a requirement for the supply and delivery to the Yellowtail Dam and Powerplant of six new transformer rapid pressure rise relays, six nitrile gaskets fitting the rapid pressure rise relays and one test kit to verify proper relay operation. Procurement is for Name Brand or Equal. Yellowtail Dam and Powerplant is an approximately 87-mile drive Southeast of Billings, Montana.
The salient characteristic requirements are Name Brand or Equal to the following:
a) Six Qualitrol Rapid Pressure Rise Relays (RPRR) model 900-FLA-M-NO-STD
b) Six Qualitrol nitrile gasket STD fitting said relays model GAS-118-1
c) One Qualitrol RPRR field test kit model KIT-013-1
Salient Characteristics Qualitrol 900-FLA-M-NO-STD Or Equal
a) Rapid Pressure Rise Relays (RPRR) with IP65 vent rating: Highest level of dust and low-pressure water jet protection.
b) Universal mounting: Allowing for RPRR to be mounted in any orientation, horizontal or vertical.
c) Same or equal to Qualitrol 900-FLA-M-NO-STD. For oil tank transformers, flange mounting, military connection style, no cable and standard finish.
Salient Characteristics Nitrile Gasket Qualitrol GAS-118-1 Or Equal
a) Made of nitrile rubber gasket matching the RPRR's flange resistant to oils, solvents and
petroleum-based fluids.
Salient Characteristics Qualitrol KIT-013 Or Equal
a) Field test kit for Qualitrol 900 including all required components, tools and power supplies (batteries, test cable with clip-lead connectors, pressure gauge, test lights, power supply, 1/8-inch NPT coupler with gasket, plug removal wrench, vent removal wrench, plug/vent sealant and, operation buttons) to test RPRR while mounted on the transformer.
b) Kit must include a carrying rugged case with shoulder strap for carrying the kit into the field.
c) Kit must include setup and test instructions affixed inside of case.
Quotations shall include a completed Section B Quotation Schedule. If proposing a product equal to the noted name brand, offerors shall include manufacturer's specifications.
The clauses and provisions attached apply to this solicitation.
Evaluation Criteria
Lowest Price Technically Acceptable. Manufacturer specifications must at a minimum meet the specifications of the name brand. If no manufacturer specifications are provided with the contractor's quotation, the quote will be treated as name brand.
