DESCRIPTION OF SERVICES AND LOCATION
The contractor shall provide all supervision, tools, supplies, equipment, transportation, and
labor necessary to ensure that snow removal services are performed at the Forest Service,
Sawtooth National Recreation Area, North Fork Road and Visitor Center/HQ Office parking lot,
in a manner that will maintain a satisfactory and safe environment.
The Sawtooth National Recreation Area Visitor Center/Headquarters (HQ) office is located on
State Highway 75 approximately 8 miles north of Ketchum, Idaho. Plowing on the North Fork
Road shall start from State Hwy 75 and shall end where the pavement ends, 1840 feet long
distance. The Visitor Center/Office parking lot is 340 feet long and 123 feet wide with concrete
curbing the entire perimeter.
The Russian John Guard Station is located on State Highway 75 approximately 17 miles north of
Ketchum, Idaho. Snow blowing at this site shall start from State Highway 75 and end at the
Guard Station parking area. A distance of 530ft with a width of 16ft. The drive is also known as
Russian John Rd or Forest Road 176.
BASIC SERVICES The contractor shall remove snow from parking areas and roads as noted
on the attached maps. The contractor shall ensure a pathway of 3 feet wide access to sidewalks
and entryways is free of snow accumulation, piles, or drifts by removing all snow and ice from
and down to the parking or road surface. .
The snow shall be removed when accumulation exceeds three (3) inches on the indicated areas
during a snow event *or as requested by designated officials. This may require multiple snow
removals each day. Areas shall be cleared by the time listed in the schedule of items Each snow
removal will be counted as 1 (one) Job as indicated in the schedule of items. Snow
accumulations will be determined by front desk or Curtis McEwen (COR). Snow removal at the
Russian John Guard Station shall be on an as needed basis as determined by Curtis McEwen or
acting COR.
*Snow event is defined as any accumulation from 6am to 6am the next official service day.
Care will be taken to ensure that sidewalks, landscaping, sprinklers, and curbs, gates,
vehicles, etc. are not damaged during snow removal. The contactor is responsible for
repairing damage to these and any other items damaged by snow removal efforts. The
contractor is responsible for providing and maintaining necessary indicators around areas
prone to damage. Snow removal must be done by 8:00 a.m. 7 days a week, with exception to
Government Holidays.
Snow shall be deposited in the appropriate location(s) as identified by the COR. A commercial
snow remover may be used as a method for maintaining areas snow-free.
SERVICE DELIVERY SUMMARY The contractor service requirements are summarized into
performance objectives that relate directly to mission essential items. The performance
threshold briefly describes the minimum acceptable levels of service required for each
requirement. These thresholds are critical to mission success.

GOVERNMENT FURNISHED PROPERTY AND SERVICES
None.
QUALITY CONTROL Contractor shall develop and maintain a quality program to ensure
services are performed in accordance with commonly accepted commercial practices. Develop
and implement procedures to identify, prevent, and ensure non-recurrence of defective services.
As a minimum, the contractor shall develop quality control procedures that address the areas
identified in paragraph 2, Service Delivery Summary. The Government evaluator must have a
specific quality control inspector to notify in case of customer complaints.
HOURS OF OPERATION The Government’s regular working hours are from 8:30 a.m. to
5:00 p.m., Monday through Friday, except Federal Holidays.
Federal Holidays include:
New Year’s Day, Martin Luther King Jr. Day, Presidents’ Day, Memorial Day,
Independence Day, Labor Day, Columbus Day, Veterans’ Day, Thanksgiving Day and
Christmas Day.
