ARCEX 2023 Charter Aircraft Services. Contracts for Air Charter Services will be contingent upon air operator’s approval from the DoD Commercial Airlift Review Board (CARB) in accordance with References 2.1.a and 2.1.b in the PWS. Air Operators do not need to be DoD approved to submit proposals for chartered air services but they will need to go through the DoD approval process and get DoD approval in order to conduct the work. Two pilots are required for all flights, even with single engine aircraft if that aircraft supports a second pilot. The aircraft will conduct operations from Deadhorse Airport (IATA: SCC/ICAO: PASC) and support flights to ice floes approximately 100 NM to 200 NM from the airport in the northern direction (i.e. this is one-way distance from Deadhorse Airport and there is no fuel available en route). The aircraft must be equipped with GPS, navigation, and communication equipment.
