- Q: Addendum 52.212-1, Para. (b)(4) cites “A technical description of the items being quoted in sufficient detail to evaluate compliance with the requirements in the solicitation.” Price is the only cited factor in the evaluation criteria. Because technical approach is not cited as an evaluation factor, what would the Government expect to see to fulfill the requirements of para. (b)(4)?
- A: In reference to the submission of quotes, per the provision at FAR 52.212-2(a)(i), selection will be based on Price. Quotes must meet technical acceptability to be considered, per the provision at FAR 52.212-1(b)(4), and provide a detailed technical description of all items.

The 49 Communications Squadron at Holloman AFB, NM, is seeking to repair and upgrade the current Holloman AFB Central Control Units and High Powered Speaker Systems (HPSS). Additionally the contractor will perform a software upgrade to the current Windows 10 Version of MassAlert, Upgrade Communications Boards, and Upgrade Radios. Quotes must be in accordance with the ‘Statement of Work Phase 1’ and ‘Statement of Work Phase 2’ at Attachments 1 and 2. Any interested vendor must be able to work on the existing infrastructure.
The government reserves the right to award all, some or none of the listed items in this RFQ for CLIN 0002. Offerors are encouraged to include an itemized listing of costs in their quote, especially for items covered by CLIN 0002. Alternate solutions or offers will be considered, however such offers are subject to technical acceptability.
