Combined Synopsis/Solicitation (Best Value)
The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires the purchase of six (6) Quantum-12 strand mooring lines for the NOAA Ship Ferdinand R. Hassler.
This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) Solicitation number NM-AN2140-23-00097 is issued as a firm fixed price, commercial, request for quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08.
(iv) The NAICS code for this acquisition is 314994 – Rope, Cordage, Twine, Tire Cord, and Tire Fabric Mills. This solicitation is being posted as a brand name or equal small business set aside with a small business size limit of 1000 employees.
(v) Line items are as follows:
CLIN 1: NOAA Ship Ferdinand Hassler requires replacement mooring line.
(vi) Description of requirements for the items to be acquired: The NOAA ship Ferdinand R. Hassler requires the procurement of six (6) Quantum-12 mooring lines that are 170 feet in length and have 6 foot eyes at each end that are covered by Thor Guard. This is a brand name or equal requirement. Products offered other than the brand-name product must meet all physical, functional, and salient characteristics specified in this solicitation. Offerors must clearly identify alternative products by brand name, make or model, and description of product’s features and qualities. Quotes should include shipping/freight cost to the delivery destination.
(vii) Date(s) and place(s) of delivery and acceptance and FOB point. FOB Destination delivery is required no later than 12/15/2022 to: NOAA Ship Ferdinand R. Hassler, 29 Wentworth Road, New Castle, NH 03854.
(viii) The provision at 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition without addenda.
