PROGRAM BACKGROUND
The Engineering and Manufacturing Development (EMD) Contract for the Unmanned Carrier
Aviation MQ-25 Stingray Unmanned Aircraft System (Contract N00019-18-C-1012) requires
the contractor to deliver initial and interim training courseware, a Front End Analysis (FEA),
software and data for incorporation into the future Government-sourced mission training system.
This courseware is intended to provide training for the Integrated Test Team (VX-23, UX-24,
and VX-1), MQ-25 Fleet Introduction Team (FIT) and engineers supporting PMA-268. This
training will be insufficient to meet the operational needs of VUQ-10 Instructors Under Training
(IUT), MQ-25 Warrant Officer Air Vehicle Pilots (AVPs), and transition Unrestricted Line
(URL) aircrew slated for VUQ-11 and VUQ-12. Notably, Warrant Officer AVPs are scheduled
to arrive in Pax River from CNATRA in July of 2023. As a follow-on, this effort is a phased
approach to develop Air Combat Training Continuum (ACTC) 1-4 syllabi concurrent to system
development, which is necessary to ensure success during the first three MQ-25 deployments.
NAWCTSD acknowledges that Boeing St. Louis is currently involved with the design,
development, integration, and testing for the initial and interim training courseware, a Front End
Analysis (FEA), software and data for incorporation into the future Government-sourced mission
training system. Boeing St. Louis also possesses the knowledge and experience via the N00019-
18-C-1012 and the engineering data enabling them to provide the same configuration amongst all
devices and the required capabilities to meet the Government’s training system delivery date.
SOURCES SOUGHT REQUIREMENTS
Functional Area #1: Courseware Design and Development
Courseware design and development includes initial design and development, updates and
revisions to MQ-25 ACTC Levels 1 – 4 training material products in accordance with established
specifications, standards, instructions, and style guides as applicable to fully support the
Department of Defense (DoD).
Typical products include, but not limited to: Lesson Design Strategies, Prototypes Pilot
Module(s), Computer Aided Instruction, Test Package(s), and Training Material Updates.
Functional Area #2: Course Instruction
The Contractor will provide AVP instructors with proficient knowledge of the MQ-25 System,
MD-5 System, operation of all applicable training devices, carrier operations, and classroom
instruction. These instructors will be responsible to teach ACTC levels 1 – 4 courses until organic USN instructors are trained to teach the courses. The primary location of the instructors
is Patuxent River, MD. The time frame will be from six (6) months after Contract Award through
the end of FY24.
Functional Area #3: Navy Tactical Techniques and Procedures (NTTPs)
The Contractor will be updating existing MQ-25-specific shore station, ground and carrier flight
draft NTTPs necessary for aircrew, maintenance, and ancillary personnel during the Engineering,
Manufacturing and Development (EMD) phase, and future fleet operations. Draft NTTP updates
shall reflect discoveries made during the MQ-25 testing phase, shall reflect the most current
system configuration/capabilities.
