Construct a Water Treatment Plant (WTP) for processing surface water to Environmental Protection Agency (EPA) and State drinking water standards, to MHAFB from the Snake River, including a finished water transmission main, Pump Station, and connections to the existing water distribution system. The WTP requires treatment capacity of 3.5 million Gallons Per Day (MGD). Untreated surface water will be supplied to MHAFB via a new intake facility and raw water transmission main by State of Idaho (others) and treated on base to supply the existing base potable water distribution system. The finished water supplied to users at MHAFB will need to meet all applicable federal and state rules for potable water supply. The facility will be regulated by the Idaho Department of Environmental Quality (IDEQ) and the facility must follow Idaho Administrative Code 58.01.08 – Idaho Rules for Drinking Water Systems. In addition, the facility must adhere to United States Environmental Protection Agency (EPA) drinking water rules and requirements, USAF Technical Letters, and all applicable Unified Facilities Criteria (UFC) specifications.
