THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
The USDA/ARS intends to award a Firm fixed price sole source contract under the authority of FAR 13.106-1(b)(1), single source for purchase not exceeding the simplified acquisition threshold, to:

The USDA-ARS Crop Production and Pest Control Research Unit currently has three growth chambers housed in the north end of LSR 002 Head House. This building is owned by Purdue University. USDA-ARS does not currently have a lease agreement with Purdue and is not being charged rent for use of this space. The north end of LSR 002 Head House is scheduled to be demolished no later than Nov 1, 2022. Purdue AG Space Manager has offered USDA-ARS free space in the south end of the Head House to relocation our growth chambers. However, USDA-ARS will be required to relocate electrical wiring these growth chambers.
In accordance with university policy, all work is required to be coordinated through the Purdue Facility Division which will require their contractor to add or relocate electrical conduit to the south end of LSR 002 Head House. All wiring will be run on the interior of the building with no alternation or renovation required to the south end of the head house.
The NAICS code for the expected acquisition is 238210, with a Size Standard $16.5 million and the PSC Code is Z1AA.
NO solicitation or solicitation package will be issued. This notice of intent is not a request for competitive quotes; however, interested persons may identify their interest and capability to respond to this requirement. All information received by 2:00 PM Central Time on September 8, 2022 will be considered by the Government. Responses shall be submitted to Melissa Grice at melissa.grice@usda.gov. The e-mail subject line shall state: Purdue Utilities - Notice of Intent to Sole Source. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
