This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) The National Park Service contemplates award of a firm fixed price purchase order as a result of this combined synopsis/solicitation. The solicitation number is 140P8122Q0094 and is issued as a Request for Quote (RFQ) under Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures.
(iii) This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-07 / 8-10-2022.
(iv) The RFQ is solicited as a Total Set-Aside for Small Business Concerns under NAICS Code 333924 Industrial Truck, Tractor, Trailer and Stacker Machinery Manufacturing with a small business size standard of 750 employees.
(v) We reserve the right to cancel this RFQ. Quoters are required to have an active registration in The System for Award Management (SAM.gov) at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements of FAR 52.212-3. Annual representations and certifications must be current in SAM at the time of quote submission. Quoters who do not have an active SAM registration will be considered either ineligible or non-responsive and will not be considered for award.
(vi) This acquisition is in support of The National Park Service.
Quoters shall submit the following information with quote package. Failure to submit these items may result in non-award:
- Price quote on SF-18 or company letterhead.
- Signed acknowledgement of SF-18.
- Signed amendments if applicable.
- Product specifications and features with a clear comparison of government specs and proposed specs. Vendor shall clearly indicate if a specification or feature does not meet the government specs.
- Warranty terms.
- Delivery lead time.
- Name, phone number, email, and address of your point of contact.
- Company's SAM Unique Entity ID number.
- Quoter is required to fill out and include provisions 52.204-24(d)(1)&(2) and 52.204-26(c)(1)&(2) with their submitted quotation UNLESS the quoter has responded DOES NOT in their annual SAM representation at 52.204-26, Covered Telecommunications Equipment or Services-Representation, or in paragraph (v)(2)(ii) of 52.212-3, Offeror Representations and Certifications.

All questions must be submitted electronically by emailed message to bradley_metler@nps.gov no later than 8/29/2022 at 10:00AM PDT. Answers will be provided in writing to the requestor if the answer is already within the RFQ or SOW or provided in amendment(s) to the solicitation. Submitting questions does not guarantee extension of due date.
