This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR subpart 12.06, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 12405B22Q0365 and is issued as a request for quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2022-06.
This requirement is solicited as a total small business set aside. The associated NAICS Code is 238210 and the Size standards in millions of dollars is $16.5.
The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Southeast Area (SEA), Harry K. Dupree Stuttgart National Aquaculture Research Center, Stuttgart, AR location has a requirement for E pond electrical cable replacement to be performed in strict accordance with attached Performance Work Statement (PWS).
FAR clauses 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5 (and any addenda to those clauses) are included in the attached clauses and provisions document. Additionally, other contract requirements and terms/conditions can be located in the same document.
Submission of Offers. In order to be considered for award Offerors shall provide:
- Fully completed and signed SF 18 Offer page providing Request for Quotation number; Acknowledgement of Solicitation Amendments (SF-30) if any, completing blocks 15A, B, and C of SF-30; Provide SAM UEI Number.
- Quotation on company letterhead detailing the item description, unit price per item, shipping/handling/delivery costs, and total price. Document shall provide detailed pricing breakout in accordance with the CLIN structure and items requested. Quotation must be valid for at least 60 days after receipt of quotation.
- FAR 52.212-3, Offeror Representations and Certification - Commercial Items; The representation and Certification section must be completed electronically in the System for Award Management (SAM) website at www.sam.gov.
Failure to provide the required information in the requested format may result in quotation not being considered for award.

Q1. #2-4 cable will be aluminum or copper? #2-4 cable will be 4 wires #2 or will be one cable with 4 wires #2 under the same jacket?
A1. This electrical service will require copper #2-4 conductor with a ground in the same jacket. This 3-phase service has to have a 110v service also.
