The Transportation Service Provider (TSP) shall provide commercial truck services to
move aircraft and support equipment from Lincoln Airport to Offutt Air Force Base
(AFB). All work shall be performed in accordance with all applicable federal, state, and
local laws, regulations, codes, including any supplements or revisions, industry standards,
and this Statement of Work (SOW).
Offutt AFB runway construction project is currently scheduled to be complete by
September 2022. Due to the runway closure, Offutt AFB relocated their flying
operations to Lincoln Airport. Which includes a combination of personnel, support
equipment and heavy machinery. The 55th Logistics’ Readiness Squadron (LRS) has
identified 455 increments that weighs 2,268 tons which needs to be transported back to
Offutt AFB. The LRS is requesting a single source carrier to facilitate the commercial
transportation to move assets back to Offutt AFB. The LRS has estimated that this
move will require at or around 139 x 53 ft Flatbed Trucks, 33 x Removeable
Gooseneck Trailers (with extensions capabilities and 7 x 48 ft Step deck trailers for a
total of 179 commercial trucks. Also, to include and any special accessorial
requirements which will include crane services at origin and destination, oversized and
weight permits. Suggested Route is for the TSP to use I-80 Route and main highways.
Plan, reserve and dispatch exclusive use commercial transportation vehicles and
equipment to complete the Offutt AFB Runway Re-opening transportation requirement.
