This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
This solicitation is issued as a Request for Quotation (RFQ). The solicitation number is 12405B22Q0238. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06.
This requirement is solicited as a total small business set aside. The associated North American Industrial Classification System (NAICS) code is 238220 and the small business size standard is $16.5M.
The U.S. Department of Agriculture (USDA), Agriculture Research Service (ARS), Harry K. Dupree Stuttgart National Aquaculture Research Center (SNARC), Stuttgart, AR location has a requirement for (1) provide and install new generator and pad for greenhouse in strict accordance with Statement of Work (SOW).
Project consists of the following elements:
- The new generator will be placed on a pad outside the greenhouse close to the natural gas supply line.
- The generator must have a gas supply shut off valve installed in an easily accessible location safe from lawn maintenance operations.
- The generator will power a new first tier manufacturer (Honeywell or superior) 200-amp load center to be installed inside the greenhouse.
- The Contractor will supply the generator in a weatherproof encloser.
- The generator will have a new (heavy-duty 1st tier manufacturer) generator battery, automatic transfer switch, service disconnect switch.
- The generator will be placed on a new, appropriately sized pad in a location determined by Lab Personnel.
- The generator must be a first tier manufactured, 24KW (minimum sustained operational rating), natural gas unit approved by Lab Personnel prior to ordering.
- All work must follow the National Electric Code.
Site Visit. Contractors are encouraged to visit and inspect the site where services are to be performed while being escorted by a government representative. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Submission of offers. In order to be considered for award Offerors shall provide 1) a Quotation on company letterhead detailing the item description, unit price per item, discounts for trade-ins, shipping/handling/delivery costs, total price and valid for at least 60 days after receipt of quotation; 2) Fully completed SF 1442 (complete blocks 14, 15, and 16) including SAM Unique Entity Identifier (UEI) and 3) FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATION-COMMERCIAL ITEMS; The Representation and Certification section must be completed electronically in the System for Award Management (SAM) website at www.sam.gov.

- Q1. Will the USDA consider extending the completion date?
- A1. Period of Performance end date will only be extended to 10/17/2022
- Q2. How far from the greenhouse will the generator pad be?
- A2. Generator pad will be approximately 3 foot from the greenhouse and maybe a foot from the natural gas line.
- Q3. How far of a run from generator to the panel box?
- A3. The distance from the generator to the load center is approximately 25 foot.
- Q4. What is the distance of the natural gas supply line to the building?
- A4. The natural gas line is about a foot from the building.
