Additional Requirements:
The U.S. Government currently occupies retail space in a building under lease in Westworth Village, Texas, that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.
Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the lease. A fully serviced lease is required, with 30-day termination rights for the Government. Offered space shall not be in the 100-year flood plain. The lease shall be subject to the availability of annually appropriated funds as stated in the attached sample lease for real property (Attachment 1). The desired occupancy date is 30 September 2023.
Formal proposals are not required for inquiry, but an itemized Rental Proposal Worksheet (Attachment 2) is required. A flat rental rate for the entire lease term is preferred.
The offer must be inclusive of the following:
1. Interior maintenance (including HVAC, signage and fire extinguisher maintenance, plumbing, electrical fixtures, door locks, pest control, and other minor repairs) in accordance with the General Clauses (Attachment 3).
2. All real estate taxes and insurance premiums with respect to the leased premises.
3. Common area maintenance.
4. All utilities including: electric, natural gas (if applicable), water, sewer, and trash removal.
5. Janitorial services.
6. Parking for 16 Government Owned Vehicles.
Adequately lighted parking spaces must be available 24 hours per day, 7 days per week. Access to the building must also be provided 24 hours per day, 7 days per week.
The Government requests the Lessor pay in full, or in part, as negotiated, the cost of any improvements, alterations or other finish-out. If the Government pays part or all of the build-out, it shall be as a one-time lump sum amount following completion of work and acceptance of the space. Lessor/Offeror should obtain bids from at least three qualified contractors. Government appraisers will review bids.
Space within the delineated area in West Fort Worth/Westworth Village Texas will be given priority. Space in existing buildings will be given primary consideration. Priority will be given to space with on-site parking. Space in one building is preferred and will be given priority. Space on ground floor is preferred and will be given priority. Space on one floor is preferred and will be given priority.
Oral or written negotiations will be conducted with offerors within the competitive range. The competitive range, which will be established by the Realty Specialist, will be based on lease costs and other award factors stated in this request. All offerors will be included who have a reasonable chance of being selected for award. Offerors have a chance to submit offers by 28 July 2022.
