The 319th Contracting Squadron, Grand Forks AFB, North Dakota, is issuing this Sources Sought as a means of conducting market research to identify parties having the resources to provide the following:
There is the need for contractors to provide specialized resiliency training that will provide an effective, performance-based, mindset training program. The courses will be taught in a manner to provide an individual and organizational solution to improve decision-making, emotional regulation, and performance. It will train the mind to lean toward positive coping during adversity and challenge, as opposed to maladaptive coping. Training will be held at Grand Forks AFB. See attached Performance Work Statement (PWS) for further details.
The result of this market research will contribute to determining the method of procurement.

All interested firms should submit a capabilities package that outlines the firm’s capabilities in providing the required services. Contractor is required to provide all management and labor required for the operation and management of the required services. Include three past references with current contact information and contract number. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Recent, relevant experience in all areas should be provided. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. The response must not exceed 5 pages.
THIS REQUIREMENT WILL BE SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES (SDVOSB), and a single award MAY be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
