THIS IS A SOURCES SOUGHT NOTICE FOR NG E-911 SYSTEM AT EIELSON AIR FORCE BASE, ALASKA.
The United States Air Force at Eielson Air Force Base, Alaska is seeking to identify interested offerors qualified to provide a 911 system at Eielson AFB, Alaska. The replacement shall consist of a hardware and software refresh of the existing 911 servers, desktop equipment, digital logging recorder, and any other associated equipment that is considered End of Life by the manufacturer. The current 911 call processing configuration is End of Life, End of Support, and manufacturer discontinued. With Eielson AFB's antiquated system it is at risk of a catastrophic failure without the ability for returning it to full operational capability. There is also a need to implement a next generation (NG911) solution that satisfies the requirements for 911 services and emergency call routing IAW DoD guidance (DoDI 6055.17). The general scope of this project includes the purchase and installation of a Next Generation Compatible 911 (NG911) Emergency Call Taking System that includes NG911 Intelligent Workstations (IWS), Emergency Dispatch Positions and stand-alone Automatic Location Identification (ALI) database. The system shall support calls from on base PBX wire-line extensions (TDM and VoIP), commercial wire-line (housing, on-base contractors, vendors, etc.), and commercial wireless sources. Call routing for calls from commercial (non-government) sources shall be based on the associated existing Emergency Service Number, or an IP-based Emergency Services IP Network (ESInet), automatically delivering the 911 call to the newly designated on-base Public Safety Answering Point (PSAP). The system shall provide the direct delivery of NG911 calls to a Department of Defense (DoD) staffed PSAP without the need for intermediate call answering by the local civilian PSAP. The Contractor will be expected to Engineer, Furnish, Install, and Test (EFI&T) an E911 Emergency Call Answering System for Eielson Air Force Base
The anticipated North American Industry Classification System (NACIS) code is 334210, with a size standard of 1250 Employees. The Government is contemplating a Firm Fixed Price (FFP) contract.
If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
No reimbursement will be made for any costs associated with providing information in response to the Sources Sought or any follow up information requests. Respondents will not be notified of the results.
