The 354th Contracting Squadron at Eielson AFB, Alaska is seeking sources for
a mobile sanding/spray booth facility to service Air Ground Equipment (AGE).
Requirement: The contractor shall employ a labor force with the appropriate
skills and/or certifications to ensure quality corrosion prevention and
repair program for the 354 MXS/MXMFS, operating at Eielson AFB, AK.
Contractor will supply all required equipment to meet the needs of the
contract to include a permanent or temporary facility to accomplish
contracted work. The facility must meet all base requirements for type of
work being performed. This includes media or water blasting equipment to
remove paint coatings to bare metal as required by tech data or upon request
of owning work center. Rust and corrosion will be removed without hindering
structural integrity of equipment. Owning work center and equipment
specialists will be contacted to ensure corrosion removal limits will not
degrade or render the equipment unsafe or unserviceable before major metal
work on the equipment is accomplished. Contractor will restore corroded
equipment back to manufactures specifications through metal repair and
rework or fiberglass and plastic structures to the full extent possible
without removing anything from the SE or Munitions trailers. All components
will be removed by owning work centers. Restore equipment's coatings in
accordance with equipment applicable technical directives. Equipment
requiring full coating removal will be identified before work is to begin.
Equipment requiring removal of entire protective coating to bare metal will
be painted with zinc rich primer MIL-PRF-26915 and MIL-P-53030 and top
coated as outlined in technical data for steel substrates only. Scuff sand
and over coat process may be conducted based on severity of corrosion and
paint condition provided bare metal spots are primed with MIL-PRF 23377
primer and a tie-coat coating is used on the entire piece of equipment
followed by the topcoat as outline in required technical orders. All
coatings will be applied with HVLP spray equipment unless authorized other
means by owning work center. Tech Order requirements for coating thickness
will be required for field level repair and repaint. Company will procure
all paints/materials/PPE/consumables. They will also handle the hazardous
waste and transport to proper locations for removal. Contractor will supply
their own heaters and insulated facilities to handle the harsh winters at
Eielson from October - March time frame. Provide a labor force with
appropriate skills and/or certifications to ensure quality of maintenance is
up to par with the above listed requirements. Work to be performed will be
on site via contractor provided mobile facilities/structures.

Personnel, would apply to any resultant solicitation and contract.
