DESCRIPTION OF REQUIREMENT:
Operations of the 143 AW at Quonset Air National Guard Base (QANGB), North Kingstown, RI, that impact stormwater are regulated by the federal Clean Water Act (CWA). The Rhode Island Department of Environmental Management (RIDEM) is delegated to enforce the CWA in the state, regulating operations of the 143 AW by Rhode Island Pollution Discharge Elimination System (RIPDES) Individual Permit No. RI0021555. The permit conditions require quarterly sampling and analysis of stormwater during controlled events (identified as Dry Weather) and qualifying rain events (identified as Wet Weather). Full details are provided in the attached Performance Work Statement (PWS). The Rhode Island Air National Guard (RIANG) intends to award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government.
