OCHOCO RESERVOIR PUMPING SERVICES: NOTICE OF SOLE SOURCE INTENT.

The Bureau of Reclamation (BOR), Columbia-Pacific Northwest Regional Office intends to award an urgent purchase order to Ochoco Irrigation District, (OID) located in Prineville, Oregon, for pumping irrigation water from below the invert of the outlet works at Ochoco Reservoir, up to the invert of the outlet works structure. OID is the only source capable of successfully completing the required services.
Located in central Oregon, Ochoco Irrigation District supplies water to 20,062 acres or irrigated land in the Prineville area. Water is stored in the Ochoco and Prineville Reservoirs. OID has a contractual relationship with BOR regarding ownership and operation of elements of IOD¿s water delivery system and associated reservoirs.
Reclamation believes that OID is the only responsible source can fully provide the services that will satisfy the agency¿s requirements. Prior to award, the National Environmental Policy Act (NEPA) requirement must be completed. The Government anticipates award before May 15, 2022. The NAICS code for this effort is 238220.
A determination by the Government not to compete this proposed action is based on FAR 18.104, Unusual and Compelling Urgency states, ¿Agencies may limit the number of sources and full and open competition need not be provided for contracting actions involving urgent requirements.¿
