Description: The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager for Soldier Training Devices (PM ST), Product Manager for Live Training Systems (PdM LTS), Digital Range Training System (DRTS) has a validated requirement to install an additional Digital Air Ground Integration (DAGIR) Range at Fort Knox, KY. A DAGIR is the largest and most complex live fire range that the Army utilizes at its Home Station.
The DAGIR supports all Aviation gunnery tables to include diving fire and door gunnery. It supports platoon level collective training for all gunnery tables for Abrams, Bradley, (and all dismounted infantry), and aviation. DAGIR supports individual and crew qualification training. It used thermal targets, night illumination devices, hostile-fire, target kill, and visual flash. Its approximate footprint threshold is 4Km x6Km.
The range's primary features included in this effort are:
- IT equipment utilizing the DRTS Live Training Transformation (LT2) software.
- After Action Review (AAR) System.
- Vehicle and Dismounted (DMT) Player Units (PUs).
- Radio Communication System
Other features that are being provided to the range from other contracts include:
- Stationary Armor Targets (SATs), Moving Armor Targets (MATs), Stationary Infantry Targets (SITs), and Moving Infantry Targets (MITs).
- Air/Ground Integration Village.
- Aerial Weapons Scoring System (AWSS)
- Long Range Thermal Field Cameras (FCs).
- The intent of this announcement is to provide Amendment 0001 to Final Request for Proposal (RFP) for the Digital Range Training System (DRTS) Ft. Knox Digital Air Ground Integration Range (DAGIR), Solicitation No. W900KK-22-R-0018. The amended final solicitation and all revised attachments have been included as part of this announcement. Revised Attachments include: Attachment 1 Statement of Work dated 7 June 2022; Attachment 3 Performance Specification PRF-PT-765 dated 6 June 2022; Attachment 4 Performance Specification PRF-PT-767 dated 6 June 2022; Attachment 9 Q&A dated 3 June 2022; and Exhibit D Requirements Matrix dated 7 June 2022.
- The government received two questions from Industry after release of final RFP. The government believes these questions need to be addressed to ensure all Offerors are compliant with all requirements. Questions and Answers are provided as Attachment 9 dated 3 June 2022.
- The Government is also making all Offerors aware that Beneficial Occupancy Date (BOD) has shifted from November 2022 to March 2023. This change has been incorporated in revised Attachment 1 Statement of Work dated 7 June 2022.
- This is a formal RFP and proposals are being requested at this time. The Government will not pay for any information received, or reimburse costs incurred, as a result of this announcement. Any cost associated with a response is solely at the interested respondent's expense.
- The Government anticipated award date is 4th quarter of FY 22.
