This is an all-or-nothing combined synopsis/solicitation for NDNG 112ᵗʰ Aviation, Metric Tool Sets
with Laser Etching, prepared in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement constitutes the only
solicitation; quotes are being requested and a written solicitation will not be issued. This
solicitation, W901UZ22Q8650, issued as a request for quote. This solicitation document and
incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC
2022-05 effective 7 March 2022. This requirement is Small Business Set Aside. The NAICS code
332216, Mechanic's hand tools, non-powered, manufacturing. See attached Excel document with Tool’s
List requirements.
The provisions at 52.212-1, Instructions to Offerors, 52.212-2, Evaluation-Commercial Items,
52.212-3, Offerors Reps and Certs apply; along with, clauses 52.21-4 Contract Terms and Conditions
and 52.21-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders. The
Government will award to the responsible offeror whose offer, conforming to the solicitation, will
be most advantageous to the Government (price and other factors considered). The following factors
used to evaluate offers: price, technical capability and acceptability, delivery time, and warranty
to meet all mission requirements in full compliance with attached Excel document with Tool’s List
requirements. FAR Clause 52.246-17 “Warranty of Supplies of a Noncomplex Nature” applies when
evaluating submitted warranty. All evaluation factors other than cost or price, when combined, are
approximately equal to cost or price. The Contracting Officer is not responsible for locating or
obtaining any information not identified in the quote. Offeror’s may use their preferred documents
to submit their offer.
All offerors must be registered in System for Award Management (SAM) and Wide Area Work Flow
(WAWF). Lack of registration in SAM will make an offeror ineligible for award. Registration
