The Chugach National Forest seeks to replace two existing Yamaha 350HP outboard motors, with two (2) new Yamaha 425HP motors installed on the P/V K.Fairbanks in Homer, Alaska. If exercised, there is also an option item for trade-in of the two (2) existing Yamaha 350HP motors and one (1) unused lower unit.
This is a new requirement. The federal government intends to award one firm fixed price contract resulting from this solicitation. See attachments for additional details.

Justification for Brand Name only:
The P/V K.Fairbanks, which resides in Cordova, AK, requires a motor replacement. Cordova is not connected to a traditional road system, accessible only by marine ferry or air. Currently only 1 vendor services outboard marine motors in Cordova - Honda. The motor requirements need to be increased to 425HP since the existing Yamaha 350HP have not provided sufficient HP and Yamaha is doing away with the 350 model. Market research shows that currently Honda outboard motors only produces a 250HP and other brands available in Homer also do not have enough HP. Forest Service staff in Cordova are familiar with Yamaha brands and have the supplies and knowledge to allow for self-service of most repairs in this remote location.
Because of the boat size and geographic location of where the boat resides, the only place to have these motors installed is in Homer, AK. This brand name only request (FAR 6.302-1) reduces the duplication of costs [FAR 6.303-2(b)(9)(ii)] associated with having repair work performed.
