USDA NRCS in South Dakota plans to obtain appraisals on ten (10) properties as part of the ACEP-WRE Program. Details regarding those properties are found under Section B of the attached document and in attachment J.1. Please review the attached document closely.
A few things to clarify:
1. This requirement is set aside for small businesses only.
2. SAM registration must be active at time of submission of quote.
3. The SOW states that the appraisal must be completed in compliance with USPAP and appraisal instructions issued by the NRCS. Regarding inspections, the SOW states that the contract appraiser must personally inspect the subject property and comparable sales. Confirming that the comparable sales must be personally inspected. The assignment covers a large geographical area and the personal inspection of comparable sales would have a significant impact on appropriately estimating the fees associated with the assignment. Is the personal inspection of comparable sales a firm requirement?
The SOW requires the engaged appraiser to inspect the subject and comparable sales.
4. Regarding deliverables of the SOW it requests two bound and one electronic copy to NRCS to obtain a technical review and once the review is complete and the appraisal report is accepted three originals and one electronic copy must be provided to the NRCS. Is this a firm requirement or are digital copies acceptable? The industry has been transitioning to a more digital environment. Shipping and delivery costs need to be considered in the response.
