This combined synopsis/solicitation for commercial services was prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested.
The solicitation number W913E522Q0010 is being issued as a request for quotation (RFQ). This requirement is available for full and open competition.
The associated North American Industry Classification System (NAICS) code is
238910 – Site Preparation Contractors. The small business size standard is $16.5 million.
The Cold Regions Research and Engineering Laboratory’s (CRREL) Biogeochemical Sciences Branch (BSB) has a requirement for trenching and burial of 2,000 feet of CRREL-provided fiber optic cable. The Contractor shall dig a trench and install a 2,000 feet length fiber optic cable to a depth of 6ft through soils that could potentially include silt, sand, river gravels and cobbles. The fiber optic cable will be a direct bury type and will not require conduit. Installation method of introducing cable to the ground sublayer must be minimally invasive (e.g. cable plow). Contractor is responsible for the installation of appropriate markings during cable installation, both surface and subsurface. If other methods of excavation are required, contractor is responsible for sand bedding of the cable, backfill and compaction of the cable installation site. The Contractor shall provide all resources necessary to accomplish trenching and burying tasks as described in the Performance Work Statement (PWS).
Please reference the attached RFQ for submittal instructions and applicable provisions and clauses. The Government intends to award a firm fixed-price contract to the offeror whose quote represents the best value to the Government. The following factors shall be used to evaluate offers: ability to meet the technical and performance requirements listed in the PWS, ability to meet the required experience listed in in the PWS and Section L, Instructions to Offerors, performance schedule, and price.
