Catholic Priest-Dover AFB
The contractor shall provide all management, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Roman Catholic priest functions as defined in this Performance Work Statement (PWS), except for those items specified as Government Furnished Property and services, in accordance with the Archdiocese for the Military Services (AMS), USA – Requirements for the Pastoral Care of Catholic Personnel Guide, AMS – Priest Manual, and AFI 52-101 Planning and Organizing. The contractor shall be responsible for maintaining communication with the Contracting Officer (CO) and the Contracting Officer’s Representative (COR), and to immediately notify both the CO and the COR of any problems that would prevent timely performance of this contract. The contractor is responsible for and required to implement, and maintain management control systems necessary to plan, organize, direct, and control all activities under this contract. At a minimum the Contractor shall be available Sundays and three weekdays for sacramental preparation, workplace and/or personal
counseling, and to complete requisite administrative paperwork.
Offerors are encouraged to provide their most advantageous/best proposal. The offeror shall submit their proposal by 18 April 2022, 1:00 p.m EDT to both POC below at the contracting office by email in order to be considered. Proposal is on an all or none basis and must be valid for 90 days. All questions must be submitted by 4 April 2022 at 1:00 p.m. EDT.
