I. Introduction
Idaho National Laboratory (INL) is the nation’s nuclear energy research and development laboratory operated by Battelle Energy Alliance (BEA) and dedicated to supporting the United States Department of Energy's (DOE’s) missions in nuclear and energy research, science, and national defense. INL currently hosts INL.gov which is the main, external, public-facing web presence for the national laboratory.
II. Background
The current INL website is outdated, and we are beginning the development of a new website with improved navigation, refreshed content, and a more modern look. INL’s Communications directorate has an experienced team in place to develop messaging, visuals, and overall web content.
The objective of this scope is to develop a solution that leverages an existing content management platform such as Word Press or Drupal to meet the following needs:
- Deployment via dev-ops into a containerized environment or cloud platform host that allows for scaling to multiple deployments.
- Self-management of content, with role-based access controls, including but not limited to, content creators, sub-content editor, approvers, quality control, and search-engine managers.
- An optimized, responsive user experience that ensures efficient delivery with fast load times.
- A custom theme with appropriate building blocks to create a consistent experience across widely varying content and content creators.
- Developed and delivered consistent with policies, procedures, and other needs of the INL Information Management and Cyber Security groups.
- Commodity work approach that does not re-invent the web or create "dancing bear-ware." The website should be about educating the public on our missions, not about promoting the creator of the website.

III. Submittal Requirements
All responses to this EOI must be provided as an attachment in an email message addressed to Garth.Wilson@inl.gov and cc: Jamee.Weatherly@inl.gov with the subject line “Response to INL.gov EOI” no later than March 8th, 2022 at 12pm MST. Responses must be provided as Microsoft Word (.doc/.docx) documents, no more than 1 page in length, no less than 12-point font, 1-in margins, and no more than 20 MB in size. Only electronic responses will be accepted. Responses submitted by any other means will not be considered by BEA.
Within the response please provide five to seven URL web addresses showcasing your company’s best previous work.
Also provide a brief summary of your previous experience with configuration and security with websites within a government environment or with government clients.
IV. Proprietary Information
Because information received in response to this EOI may be business sensitive or proprietary to the responding party, respondents must mark information in their responses accordingly.
