United States Citizenship and Immigration Services (USCIS) is issuing this Sources Sought, Request for Information (SS-RFI) for planning purposes in support of USCIS market research on regulatory support services. USCIS is seeking to gather information on respondents' ability to meet the requirements outlined in the draft Statement of Work (Attachment 2) and the specific questions identified in RFI 70SBUR22I00000019 (Attachment 1).
The Regulatory Coordination Division (RCD) within the USCIS Office of Policy and Strategy is seeking a contract ot provide regulatory support services to assist with the development and promulgation of regulations that implement U.S. immigration policy and programs. The contractor shall provide these services by reviewing, summarizing and analyzing public comments recieved on USCIS documents that are published in the Federal Register. The contractor must posses a knowledge and understanding of U.S. Immigration law, regulations and policies as well as the federal regulatory process.
This notice is issued solely for the purpose of conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10 and does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotations. No solicitation is being issued at this time and the Government makes no assertion that a solicitation will be issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential offeror's ability to respond to any future synopsis/solicitation which may or may not follow or restrict the U.S. Government's eventual acquisition approach. Additionally, the U.S. Government is not obligated to, and will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding.
Questions shall be submitted via email to the Contract Specialist, Marianne Green, (Marianne.Green@uscis.dhs.gov), on the form provided (Attachment 3 - RFI Questions) no later than 10 AM ET Tuesday, January 25, 2022.
Submissions in response to this RFI are requested no later than 12 PM ET Friday, January 28, 2022.
USCIS is requesting submissions from Small Businesses only at this time; this includes, but is not limited to 8A, WOSB, EDWOSB, VOSB, SDVOSB and HubZone.
