Specifications include, but are not limited to: Through this Request for Proposal (RFP) the Agency of Commerce and Community Development, Department of Economic Development (hereinafter the “State”) intends to establish contracts with one or more companies that can provide Marketing and Communications Services for the Vermont Captive Insurance Industry. The State recognizes the important contribution and vital impact that small businesses have on the State's economy. In this regard, the State subscribes to a free and open bidding process that affords all businesses equal access and opportunity to compete for State contracts for goods and services. The State also encourages businesses owned by minorities and women to compete for State contracts.
