Specifications include, but are not limited to: 1. Project Kick-off meetings a. Contractor must attend an initial meeting between DEC and EPA to discuss project expectations, timeframes, roles and responsibilities. This meeting may be virtual or inperson. b. Contractor may need to participate in a public meeting with DEC and EPA to discuss the scope of work, scheduling, potential disturbances, and to help answer questions to address public concerns. This meeting would likely be held at the Williston Town Hall or nearby location. 2. Conduct synoptic groundwater level measurements and monitoring well inventory a. Historical data indicate that the groundwater flow direction and velocity vary seasonally in both the shallow and the intermediate/deep zones at the Site. The contractor will need to conduct synoptic groundwater level measurements in both the high (i.e., winter/spring) and low (i.e., summer) water season to refine the final orientation of the biobarriers. This data gap should be addressed as soon as possible to avoid project delays. It is anticipated that all existing onsite monitoring wells screened appropriately within the shallow and the intermediate/deep zones will be subject to these synoptic groundwater level measurement efforts. The condition of all existing wells will also be assessed at this time to confirm which wells can be used for full-scale performance monitoring and which wells may need to be improved, replaced, or abandoned. Contractor will need to verify well coordinates and update elevations to ensure accuracy of groundwater elevation data. DEC will also entertain proposals from the Contractor for additional monitoring wells to further assist in characterizing remedial performance. Tables 10-2 and 10-3 of the Basis of Design Report include a list of wells that are anticipated to be used for the Remedial Action and those that will need to be abandoned. b. Contractor will evaluate the results of the synoptic groundwater level measurements to refine the placement of and configuration of ISB trenches and biobarriers. These adjustments will be incorporated into the Work Plan. 3. Update Full-Scale ISB Implementation QAPP and Provide Supplemental Work Plans a. Contractor must update the Quality Assurance Project Plan (QAPP) for the full-Scale ISB Implementation. The existing QAPP was written in June 2019 and needs to be updated for review and approval by DEC and EPA to current Uniform Federal Policy for QAPPs b. Contractor must provide Supplemental Work Plans with additional details related to scheduling, site preparation, location of staging areas, and handling of investigation derived waste (IDW) and excess soil from trenching, etc. The prospective contractor should refer to the data gaps referenced in Section 4 of the Basis of Design Report and propose any additional work that is necessary to address these data gaps prior to the Remedial Action and handling/disposal of IDW. c. Contractor must prepare and follow a site-specific Health and Safety Plan that covers all applicable work performed at the Site.
