Please note: This is a Sole Source Notification. Specifications include, but are not limited to: DoIT, in agreement with the Chief Procurement Officer for General Services (CPO-GS), desires to establish a JPMC sole source to: Entrust Corporation for Entrust Software, Maint. & Sppt that will be available to all state governmental units and qualified not-for-profit agencies. The state of Illinois' PKI infrastructure is based on Entrust technology and products. The products and technology are patented and/or copyrighted by Entrust and can only be maintained by them. No other vendor can legally support Entrust products. The State's Public Key Infrastructure(PKI) provides authentication, encryption, and digital signature services to over twenty State Agencies, and over 30 local government and educational entitles including the City of Chicago Department of Public Health, Kane County Circuit Clerk's office, and Southern Illinois University In Carbondale. The state of Illinois' PKI program is instrumental in providing a more secure IT infrastructure necessary to operate in an increasingly hazardous web environment. The PKI system allows the SOI to certify SOI web based applications; provide digital id's to the applications users in all fifty states and in some foreign countries as well; allows SOI employees digitally sign documents; and allows SOI employees to send secure email over the web. Not having a PKI program would severely degrade the SOI's cyber security posture. By utilizing a centralized environment for these services, the State has saved tens of thousands of dollars in duplicated efforts.
