Specifications include, but are not limited to: The City of Siloam Springs is requesting statements of qualifications for the services necessary to conduct and prepare a needs assessment and feasibility study for a new Recreation Center—including potentially collocating with the Boys & Girls Club of Western Benton County. The proposed facility will be constructed on approximately 29 acres owned by the City of Siloam Springs. The selected firm will prepare a comprehensive Needs Assessment and Feasibility Study to include the following components, to be completed by September 17th, 2024: A. Research & Market Analysis a. Evaluate current recreation facilities and programming offered within the community and within the trade area, including those programs offered by Siloam Springs Parks & Recreation, Boys & Girls Club of Western Benton County, and the Siloam Springs School District. b. Evaluate community needs and preferences relative to the programs and amenities of a proposed Recreation Center. c. Evaluate partnership opportunities including identification of collaborative partners in the public, private, and non-profit sectors, with special attention given to potential coordination between the Siloam Springs School District and John Brown University.
