Specifications include, but are not limited to: 1. The vendor will schedule a project initiation meeting each contract year with RIDOH to develop a strategy for outreach and system prioritization and determine an initial target list of systems based upon budget specifics as submitted in the bid package. The vendor will complete no less than five (5) new Facility Improvement Plans per contract year. 2. The vendor will contact each system to discuss the project and provide a list of documentation required of the system to complete the PLAN(S). 3. As requested by RIDOH on a case-by-case basis, the vendor will schedule a presentation meeting with RIDOH to review each draft PLAN, as completed, to gather input to be incorporated into the final PLAN version. 4. Subsequent to RIDOH’s review of each draft PLAN, the vendor shall incorporate RIDOH’s revisions and provide two (2) printed and bound copies of each final PLAN; one copy shall be delivered to RIDOH and one copy to the system. Each PLAN shall also be provided to RIDOH an editable electronic format. 5. Each new PLAN shall contain, at a minimum, the following elements: a. An overall system description including: water sources, treatment processes and facilities, pumps and pumping stations, distribution system facilities and piping, and water storage; b. A system plan and digital photographs; c. A capital improvement budget which includes: i. a list of system components including size, manufacturer, material type, age, condition, etc., if available; ii. estimated number of years of useful life remaining for each system component; iii. estimated replacement cost at estimated time of required replacement; iv. analysis of yearly funding required to meet estimated replacement cost of each component. d. Cost estimates and recommendations to address any water system- or consultant-identified deficiencies; e. An analysis of the potential of connection to or consolidation with adjacent systems where appropriate.
