Specifications include, but are not limited to: The Municipality of Anchorage (MOA) owns and maintains a transportation infrastructure network containing approximately 860 miles of paved roadways within the Municipality. MOA paved road network maps are included for general reference. The condition of the road pavement is evaluated every three years. The MOA is seeking bids for the 2023 triennial evaluation service. The Contractor will evaluate the paved infrastructure within the MOA in accordance with the following conditions: 1. The MOA will provide a GIS shapefile containing the road segments to be assessed. The Contractor shall use the shapefile in developing their schedule and plan for conducting the assessment. The Contractor shall provide the MOA with a plan and anticipated schedule for assessing each road segment. 2. Road segments will be evaluated for: A. Ride quality using the International Roughness Index (IRI) in units of inches/mile per ASTM E1926. Data collection will be in accordance with Class 1 resolution per ASTM E950. B. Rut depth measured in units of inches with a resolution of 0.01 inch. C. Global Positioning System (GPS) coordinate data collection will be conducted in latitude and longitude. The Contractor shall be responsible for providing and operating this system. The system must provide a sub-meter GPS accuracy even during periods of satellite blockage due to tall buildings, underpasses, overhanging vegetation and mountainous terrain. Record (GPS) coordinates (latitude and longitude) in decimal degrees. D. Ride quality, rut information, and GPS location coordinates will be collected and stored at intervals of not more than twenty (20) feet.
