Specifications include, but are not limited to: The Commission seeks consulting services from legal counsel and financial advisors. The primary objective is to assist Commission Staff and aid the Commission in reviewing and analyzing all documentation and materials supporting the applications from a utility in order to ascertain whether the utility’s proposed securitization is fair, just and reasonable, and in the public interest of utility customers. The Commission seeks legal counsel from a vendor with experience in transactions relevant to bond issues, including ratepayer-backed bond issues; knowledge of securitization requirements and procedures; and the ratemaking treatment of securitization. The Commission seeks financial advisors from a vendor with experience in transactions relevant to ratepayer-backed bond issues, knowledge of securitization requirements and procedures, and the ratemaking treatment, and in providing financial advisory services to regulatory bodies in applications for investor-owned electric utility securitization. Selected vendors will participate in internal meetings with staff, provide written summaries and reviews, provide written requests for data, provide questions for cross-examination of witnesses, and be available to participate during public hearings. Selected vendors will not be required to provide written or oral testimony, and will not be subject to cross-examination by any party.
