Specifications include, but are not limited to: Conduct research regarding potential new alternative housing models for Choices for Care, Brain Injury and Developmental Services participants, considering the following questions: • What are the unmet needs or gaps within the programs and the current housing options offered within each program? • Are there promising alternative models in other regions or states? What are their costs? • What are participants’ goals and needs? What types of housing options are participants most interested in? • What types of housing models would be feasible and sustainable within Vermont’s Medicaid long term services and supports system? • What types of housing models ensure cultural competency and accessibility, including for those who are Deaf, Hard of Hearing or DeafBlind (for example, does the model include communication supports like assistive and smart technologies?)? Research may be conducted using a variety of methods and should include: • Information gathering from program participants, their guardians and families on housing goals, preferences, and needs. • Information gathering from provider networks, including housing providers and service providers, on strengths, challenges, gaps and opportunities regarding alternative residential housing options. • A review of successful models from other states and best practices in the field.
