Specifications include, but are not limited to: Provide comprehensive and timely firearms and toolmark training for three new examiners that will enhance the firearms and toolmarks section’s capabilities. Training will begin prior to June 30, 2023 and completed within 12 months. The training will be provided to the three analysts at the Utah Bureau of Forensic Services main laboratory at 4451 S Constitution Blvd., 2nd floor, Taylorsville, UT 84129. Training provided should approximate the comprehensive training program offered by the Bureau of Alcohol, Tobacco, Firearms and explosives (BATFE’S) National Firearms Examiner Academy (NFEA) in order to be sufficient for accreditation requirements and court expert witness scrutiny. Training may provide instruction via web based, online, written, oral and/or in person teaching. Training will result in a level of competency so that the trainee may begin supervised firearms casework. The training instructor will coordinate with and update the section manager throughout the training process and as trainees complete each unit or section of training. Concerns with a trainee’s ability to successfully complete the training will be addressed specifically if observed. Training must be completed within twelve months of starting. At a minimum, the following topics must be covered: History of firearm and toolmark identification An overview of Firearm and toolmark identification Classification of markings Tool machining fundamentals An overview of subclass characteristics with a review of all the pertinent literature History of Firearms and their development History of ammunition and its development Examination of firearms and ammunition and its components Firearm produced markings on fired bullets and cartridge cases AFTE theory of identification Machine-based studies – differentiating toolmarks made by different tools Validation studies – A review of the literature Understanding and protecting against bias Non-firearm related tool manufacture and class, subclass, and individual characteristics of those tools Examination of non-firearms related tools and toolmarks.
