Specifications include, but are not limited to: For all properties identified for soil remediation, the City shall document any and all pre-excavation agreements made with individual property owners. For example, these agreements may document areas to be left undisturbed or areas requiring specific restoration actions. The City is responsible for full compliance with these agreements. During the pre-excavation phase, the property owner shall be advised that any surface contamination that is not remediated poses a potential health concern and will be documented in publicly-available records. Additionally, contamination left behind will make it impossible to remove the property from the National Priorities List (NPL); remaining on the NPL may adversely impact the value of real estate. If the property owner insists that areas exceeding 400 ppm not be disturbed, the City will immediately determine whether these specific areas of interest can be excluded from remediation efforts or pursue further action to perform remediation of these areas. 8. Utilize an NLLAP approved Laboratory for all materials analysis. 9. Contact property owners at least three (3) days prior to performing any remediation operations. 10. Provide a remediation schedule to the City staff prior to performing remediation operations on a daily or weekly basis. 11. The Contractor's Project Manager must be on-site {or available to visit a site within 30 min. if requested by the City. 12. Notify City personnel and request an inspection at the end of each phase of each project before beginning the next phase (excavation. back-fill and sod installation) 13. Repair or replace all items damaged, disturbed or removed during construction. Notify the property owner and Construction Specialist of the incident within the same day of the occurrence. 14. All repairs must meet the "Rehabilitation Specifications", Housing and Community Development Division, City of Omaha, Nebraska, Dated - May 2, 2018. 15. At all times, keep the work-site and surrounding area(s) free from accumulations of waste materials or rubbish caused by the work. 16. Replace all downspout extensions in Drip Zones at the end of each work day. 17. Refrain from utilizing neighboring properties for any reason unless granted permission and notifying City staff prior to remediation operations. This excludes worker warning signs. 18. Provide and install a safety barrier during the remediation process to prevent entry to unauthorized personnel. Also, install erosion control devices to control soil displacement as necessary. 19. Excavate & back-fill ALL DRIP ZONE(S) MANUALLY. No heavy equipment shall be used on drip zones. 20. Install backfill in excavated areas within seven (7) days of excavation completion. Further, install sod or other specified ground cover within seven (7) days of backfill installation completion. Weather conditions will be monitored and noted if a time extension is necessary. 21. All backfill soil shall be properly compacted and areas near structures shall be sloped properly. All areas receiving sod shall have a finish grade surface immediately prior to sod installation. This includes hand raking and significant amounts of leaves and debris removed.
