Specifications include, but are not limited to: The “Row River Rd - Bridges 14964B & 14965A Seismic Retrofit” project involves preparing a preliminary seismic retrofit design for two bridges. Following the delivery of the preliminary design, the contract may be amended to include preparing construction drawings and specifications for either or both bridges. The target performance level for the seismic retrofits is Performance Level 2 – Operational, per Section 1.4.1 of the FHWA Bridge Seismic Retrofitting Manual, for the M9.0 Cascadia Subduction Zone earthquake. The preliminary design will include: • Geotechnical investigations. • Identification of existing bridge seismic vulnerabilities. • Preliminary design of seismic retrofit measures (as necessary). • Preliminary construction cost estimate for the proposed seismic retrofit measures. • Evaluation of the life-cycle cost of the retrofit measures relative to the cost of a replacement structure. The work will be documented in a preliminary design report for the bridges. Project tasks and associated deliverables are further described in section E (Tasks and Deliverables) below. The County desires to demonstrate a prudent expenditure of public funds within the constraints of the project budget. In pursuing this goal, the County is looking for a consultant to: • Develop a design that is appropriate for the context of the project and the nature of its function, both present and future. • Strive to reduce the construction cost of the project while keeping life-cycle costs low. • Apprise the County throughout the project concerning the economic impact of all design decisions.
