Specifications include, but are not limited to: 1. Using tools provided by the Program(s), conduct @ 20 Biddeford residential unit inspections over the course of a year under the Housing Rehab Program in order to: (a) identify and prioritize necessary Programeligible repairs; (b) write a report of inspection findings; (c) develop scope of work and design specifications for the repairs; and (d) create an itemized cost estimate of all repairs to be completed in the scope of work. With this information, the City will develop invitations for rehabilitation contractors to bid on the work. Winning bidders may additionally be asked to provide 2. In housing units built prior to 1978, and in compliance with HUD’s 2012 Guidelines and Maine DEP’s Chapter 424 Lead Regulations, conduct @ 20 Biddeford residential unit lead-based paint inspections over the course of a year under the Lead Hazard Reduction Program in order to: (a) identify the presence of lead-based paint hazards, including lead chips, lead dust, and lead in bare soils along the building perimeter and in child play areas; (b) identify other Health/Safety Improvements using a City inspection tool; (c) develop a lead hazard risk assessment report and a report of Health/Safety Improvement findings; (d) develop a lead abatement design plan for each lead hazard identified and a scope of work and specifications for Health/Safety Improvements; (e) create an itemized cost estimate of all lead abatement design work and Health/Safety Improvements; and (f) create a letter of lead clearance and an essential maintenance plan for the property owner so he/she can maintain the property in a lead-safe manner. 3. Using Lead Inspection/Risk Assessment documents created by a Maine-licensed third party lead inspection/risk assessment vendor, confirm and/or revise the third party vendor’s lead hazard findings via a reinspection of units in properties where a child has been confirmed as having lead poisoning.
