Specifications include, but are not limited to: The City of Portland, Bureau of Environmental Services is seeking proposals from individuals, firms, teams or consultants, hereafter called “Proposer(s),” with demonstrated experience in successful management, investigations, design, permitting, and construction engineering support of tunneling, conventional open cut and trenchless rehabilitation of large and small diameter sewers, and proposes to engage the successful Proposer for the following services: a. Project Management – Management of consultant’s project team, project scheduling and cost control, project quality control, change management, risk management, value engineering, coordination of work with City staff, progress meetings, reporting and invoicing, and all other support required for successful management of the design, procurement and construction of the project b. Concept and Design Verification – Thoroughly review all previously completed reports, studies, alternative analysis and the current design to verify feasibility of the concepts and current design approach. c. Final Design – Provide all engineering services required to advance the design of the large and small diameter sewer pipeline alignments, though variable subsurface conditions (fill material, soil, rock), deep vertical access shafts, small bore (tunnel) and jack-and-bore/ram units, launching and receiving pits for casings up to approximately 66 inches in diameter, ancillary sewer facilities, and all other project elements, to 100% complete design suitable for public bidding. Provide hydraulic modeling and design of a tangential vortex drop with capacity of up to 200 cfs, and engineering support for the Design-Bid-Build project delivery method from final design through procurement. d. Permitting – Identify all required permits to successfully construct the project and provide engineering services as required and draft all public notices as necessary for preparing and submitting permit application documents and obtaining all required permits for the project, including work in environmental zones. e. Public Involvement – Outreach services to keep the general public and effected property owners informed during the design, procurement, and construction phases. Provide coordination and collaboration with the BES Public Involvement team. e. Permanent Utility Easements and Temporary Construction Easements- Engineering and survey services to identify all permanent and temporary construction easements, development of TCE agreements and support for acquisition of easements. f. Construction – Engineering services to support construction management and administration including response to bidders design questions during advertising, review of construction submittals, design revisions, and construction change cost estimating and negotiations. g. Start-up and Closeout – Engineering services to support facility startup, construction contract close-out and as-built recording.
