Specifications include, but are not limited to: The City of Portland, on behalf of the Regional Disaster Preparedness Organization (RDPO), is seeking proposals from qualified proposers with demonstrated experience in facilitating multi-jurisdictional, multi-disciplinary, and/or whole community food system vulnerability assessments. Food is a critical basic need. As natural disasters and human-caused disasters can happen anytime, a regional food system needs to be prepared to ensure that food is accessible, available, and acceptable (e.g., meeting dietary or cultural needs) during and after a disruptive event. RDPO has planning efforts completed or underway to address water, fuel, and shelter in emergencies. However, the region does not yet have comprehensive planning around food system preparedness, recovery, or resilience. The successful Proposer will conduct a comprehensive analysis of the Portland-Vancouver metro region’s food system resilience, and its ability to respond to and recover from disruptions. The goal of the assessment is to advance a regional food system that is resilient to priority hazards and risks in the region so that all community members have safe, adequate, appropriate, and equitable access to food within walking distance immediately after an extreme natural hazard or major supply chain disruption event.
