Specifications include, but are not limited to: (1) Assist HCI in the business planning strategies process. (2) Develop organizational analysis for HCI operations. (3) Provide recommendations for HCI reorganization and restructuring. (4) Develop policy, procedures, and administrative rules. (5) Review and make recommendations for short-term and long-term plans and solutions. (6) Identify gaps and/or inefficiencies in HCI operations and management. (7) Apply best practices for HCI operations as developed by NIC & NCIA. (8) Develop self-sustaining vocational rehabilitation program to assist in an offender’s successful reentry using national correctional industries standards and performance measures. (9) Provide benchmarks for HCI program’s sustainability (to include growth and expansion) for the next year, 3 years, 5 years, 10 years. (10) Present implementation plan to HCI and its identified stakeholders. (11) Develop, implement and provide training and facilitation for HCI staff
