Specifications include, but are not limited to: The State of North Dakota, acting through its ND State Investment Board - ND Retirement and Investment Office (the STATE) is soliciting proposals for a Compensation Consultant for the ND State Investment Board to complete three projects. The first is an investment program role compensation study to define the current state of compensation in the marketplace and align with current agency roles eligible for incentive compensation and related to the investment program. The second is to assist staff in drafting an incentive compensation plan for these roles. The third is a broader compensation study to define the state of compensation in the marketplace that aligns with the remaining agency roles. PROJECT 1 – Investment Compensation Study The objective is to define the current state of compensation in the marketplace for investment and fiscal-related roles. Project 1 Scope of Work: Identify the types of roles in comparable public sector investment programs that are eligible for incentive compensation. RIO will identify current agency roles eligible for incentive compensation under North Dakota law. Review relevant background information on RIO’s current salary structure for all roles RIO identifies as eligible for incentive compensation. Review job descriptions, current salary structure, and compensation philosophy. Account for all non-financial benefits offered. Interview staff, e.g., Executive Director (ED), Chief Investment Officer (CIO), Investment and Fiscal Officers, etc. learn the background, roles and responsibilities of the individual professionals.
