Specifications include, but are not limited to: The Department of Administrative and Financial Services, Permanent Commission on the Status of Racial, Indigenous, and Tribal Populations (Department) is seeking “Racial Equity Assessment and Projection” (REAP) program development services as defined in this Request for Proposal (RFP) document. This document provides instructions for submitting proposals, the procedure and criteria by which the awarded Bidder will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Bidder. The Department has a vision for Maine to become a place where disparities among historically disadvantaged RITP have been eliminated; where every child in every community can grow, thrive, pursue their dreams, and experience a deep sense of belonging; and where all Mainers have a voice in the halls of power. Pursuant to this vision, the Department seeks program development services to establish a “Racial Equity Assessment and Projection” program—tailored to Maine—that provides a formal process for evaluating equity considerations in proposed legislation and current Executive departmental policies and programs; and provides information, technical assistance, and skill-building to assist policymakers and staff to improve the design and integration of equity considerations in policies and practices. To be successful, this program must develop a detailed program model suited to Maine, an implementation plan, a priority-setting process, and assistance standing up the program and piloting the initial analyses. Through a preliminary environmental scan, the Department has already identified HEIA/ RIS and program audit processes nationally, which can be leveraged to benefit the requested services above.
