Specifications include, but are not limited to: Phase 1 - 2022 Demand, Supply and Major Conveyance Study Supplement The general scope of work for the update to the 2022 Demand, Supply and Major Conveyance Study requires the following tasks: 1. Water Demand Projections: a. Review population projections for the 3 development areas gathered by JVWCD staff. b. Identify current and future sustainable sources of potable and secondary water which JVWCD member agencies intend to use to meet/supplement their water demands. c. Determine total demand projections for the year 2030, 2040, and 2065 to identify to what extent JVWCD will be relied upon to meet these demands. Assume JVWCD landscape ordinances will be followed within all the development areas. d. Using the JVWCD water model (available in EPAnet and WaterGems) analyze the demands for the development areas and allocate them appropriately in the model. The consultant will also assign the appropriate diurnal patterns to the new demands. 2. Source of Supply: a. Review the Source of Supply section from the 2022 Study and evaluate the timing and quantity of the supplies to determine what changes need to be made and update accordingly. b. Update the list of conveyance and storage system improvements from the 2022 Study. 3. Transmission and Storage Evaluation a. Review the Transmission and Storage section from the 2022 Study and evaluate the timing and sizing of improvements to determine what changes need to be made and update accordingly. b. Perform the required model analyses to determine the changes described above. c. Evaluate the need for a new pump station to be built on the 48-inch 150th South pipeline to optimize conveyance of water for JVWCD and MWDSLS. d. Update the list of conveyance and storage system improvements from the 2022 Study. 4. Build-Out Project Plan a. Create a defined list of improvement projects needed to meet the projected water demands. A cost estimate, demand trigger, estimated effective year, description for each improvement project should be provided. The improvement projects for the 3 development areas should be compared to projects already planned for in the 2022 Study to ensure projects or efforts are not replicated. b. Estimate project cost, timing, trigger, and provide a description of the work. c. Update the Project Plan Summary Table and section of the 2022 Study. Phase 2 – Comprehensive CIP Development Process The general scope of work for the JVWCD the comprehensive CIP development process will include the following: 1. Data Gathering and Review: a. Review the existing JVWCD Plans i. Perpetual Plans 1. 40-Year Groundwater Supply Plan 2. Demand, Supply, and Major Conveyance Study (2022) 3. Drought Contingency Plan
