Specifications include, but are not limited to: The Eugene Water & Electric Board (EWEB) requests proposals from consulting firms with utility experience interested in providing New Power Market Gap Analysis services. The intent of this analysis is to define the systems, processes, and staffing required to move EWEB from its existing state to each of the following future states: 1. Participant in the CA Energy Imbalance Market (CA EIM), through BPA’s Balancing Authority (BA), with EWEB’s Carmen hydro generating resource. 2. Participant in the binding program of the Western Resource Adequacy Program (WRAP). 3. Participant in an organized day ahead market. 4. Participant in a regional transmission organization. Task 1 - Project Kickoff: The Consultant shall facilitate an in-person Project Kickoff meeting to provide the Organized Markets Working Group with an overview of the project scope, its expected activities, timeline, and roles and responsibilities. • Meeting agenda • Project scope • Project timeline (including meeting frequency, if applicable) • Meeting summary Task 2 - Project Charter: The Consultant shall develop a clearly defined Project Charter including all the items required to frame the process for new market implementation. The Project Charter, at minimum, shall describe: • Key roles and responsibilities • Statement of need for gap analysis and requirements development • Project objective • Measures to define success • Assumptions and risks • High level project deliverables and milestones • Planning cost estimate • Internal leadership structure for decision making • Risks and recommended mitigating actions
